- The Consultancy provides an expert review and opinion of Road Death Investigation, for Civil, Criminal and Coroners cases, based on 20 years road policing experience.
- The consultancy provides independent investigation on behalf of individuals, Law agencies and Insurance agencies.
- It provides presentations on all aspects of Road Death Investigation, collation of evidence and expert reporting of evidence.
Road Death Investigations Experience
- I have 31 years policing experience of which 20 years were served within Roads Policing. 10 years as a Sergeant, 2 years as Roads Policing Unit Inspector and 4 years’ experience in Road Safety and Traffic Management, where I was responsible for training of Road Death Senior Investigating Officers and for reviewing both criminal and Coroners’ case files, overseeing all road deaths within the County as well as management of the Constabulary Roads Policing Family Liaison Officers.
- During the Gloucestershire Floods of 2007, I was embedded within Gold Command overseeing the Counties Traffic Management system and the strategic placement of fresh water in consultation with the armed forces senior officer team.
- During the severe winters of 2009 and 2010, I sat on the strategic working committee set up by the County Council as part of the Local Resilience Forum, specifically to scope the salting of the strategic road network within the County, this committee answered directly to COBRA (Cabinet Office Briefing Room A) in Whitehall.
- I was the Constabulary representative within the County Road Safety Partnership from 2009 to 2011 and as part of my responsibilities; I sat on the RSP Management board and the more strategic RSP Governance board. During 2010 I was involved in pre-empting the Comprehensive Spending Review and indeed subsequent to it; I was involved in the budgetary accounting that managed to retain the RSP which was under threat of severe reduction, if not total removal.
Expertise of Road Death Investigations
15 years’ experience of undertaking Senior Investigator role for Road Deaths, dealing with in excess of 120 incidents ranging from cases of Death by Dangerous Driving, Manslaughter, Corporate Manslaughter to Coroners cases.
6 years’ experience of reviewing in excess of 150 Road Deaths, again including Death by Dangerous, Manslaughter and Corporate Manslaughter at one end of the scale to Coroners cases at the other, all undertaken in full compliance with the Road Death Investigation Manual.
I initiated the training of Road Death Senior Investigation Officers within Gloucestershire, in compliance with the RDIM and for Continued Professional Development.
I have written Force Policies on Police Road Traffic Collisions and Damage to Police Vehicles. I have been consulted in connection with many other policies, in respect of diversity, equal opportunities and discrimination legislation.
I was the Force Representative at Dep’t for Transport, Parliamentary Advisory Council for Transport Safety (PACTS), European Police Network (TISPOL), Road Safety Partnership (RSP), Local Gov’t Scrutiny committee, South West Senior Traffic Officers Conference (SWSTOC), Area 2 (Amey) and Area 9 (Balfour Beatty Mott Macdonald).
Undertaken presentations across a raft of Road Traffic related issues, locally and nationally over the last five years, approximately. By example; Fatal Road Traffic Collision’s, Fatal 4 (contributory causation factors for collisions of Drink driving, Speed, Seatbelts and Mobile phones) Drink Drive, Better Driving, as well as topics not associated with Roads Policing, mainly discrimination legislation. I have recently undertaken presentations and conducted case studies of fatal collisions where highways issues may be apparent, with Road Death SIO’s in West Yorkshire, Avon and Somerset, Devon and Cornwall, West Midlands, West Mercia, Central Police Motorway Group and Gwent.
I have attended many meetings of the Parliamentary Advisory Council for Transport Safety, which sits at Westminster.
I have in-depth knowledge of Road Traffic Legislation, Corporate Manslaughter Law, Road Death Investigation Manual, Coroners Court Act and Highway Legislation.
I am comfortable and well-practised in presenting evidence at any level of Court proceedings.
